This research introduces "SENTINEL" as a localized crime monitoring system designed for Barangay Citrus, to help keep communities safer by providing a blotter and incident monitoring app. The real-time capture and reporting features built into the system enable residents to report what they experience and allow law enforcement to immediately access information about crime. In addition to maintaining a public blotter with aggregated information on recent crime events, arrests, and safety advisories, SENTINEL's interface is user-friendly and enables communication between the general populace and law enforcement. The system was evaluated using the ISO 9126 software quality model in terms of functionality, reliability, usability, efficiency, maintainability, and portability. The platform records patterns of crime and hot secure points on the map with data visualization methods, providing a clearer view of the safety atmosphere. SENTINEL also features community activation capabilities to encourage citizen-law enforcement interaction while ensuring compliance with legal procedures and keeping data secure and private. The general objective is to facilitate leadership, give residents tools to head off crime before it happens, and give communities the resources they need to avoid becoming targets.
